Russia accuses its soldiers of using cellphones during the fatal Makiivka attack.

Russia's defense ministry has dramatically increased the number of confirmed fatalities by attributing the devastating Ukrainian missile attack that it says killed 89 personnel to the soldiers' unauthorized use of mobile phones.
The makeshift Russian barracks in a vocational college in Makiivka, the twin city of the Russian-occupied regional capital of Donetsk in eastern Ukraine, according to the Russian defense ministry, was struck by four Ukrainian missiles. Despite the fact that an official investigation has been opened, the ministry claimed that servicemen's widespread unauthorized use of mobile phones was the primary cause of the attack.
In a statement released just after 1am (22:00 GMT Tuesday), it said that "this factor allowed the adversary to track and ascertain the coordinates of the soldiers' location for a missile strike."
